Dr. M. Veerappa Moily, Chairman of media department of Congress party, today said in Bhopal that the Congress led UPA Government under Prime Minister Dr. Man Mohan Singh and with the guidance of Congress President Smt. Sonia Gandhi has provided a clean, efficient and corruption free Government to the people in the last 4 194189 years as promised in its Common Minimum Programme as against the BJP led NDA Government, which was a Government of scams and scandals. It has also enacted the Right To Information Act, which will have far reaching implications in curbing corruption in Governance and public life.
The NDA Government was known for various scandals including its then National President, Shri. Bangaru lakshman accepting money on video, The Tehelka Scam, The Judeo Scam, The Kargil war scam in the purchase of coffins, The UTI scam and the Scam in the sale of Prime Properties of Public sector at through away prices including the Centaur Hotel in the name of Privatization
Stating that Corruption will be the most important issue in the ensuing assembly elections in Madhya Pradesh, he said that the BJP Government in Madhya Pradesh under the Chief Minister-ship Of Shri. Chavan has crossed all frontiers of corruption. It is the first time in the history of India that there are serious charges of corruption against not only the Chief Minister but also on more than 194189 dozen ministers and cases against all of them are pending before the Lok Ayuktha. In addition to Corruption he also reiterated that failure of law and order, communal atrocities on Dalits and the inefficiency and complete indifference towards governance and development of the state are other important issues.
The UPA Government has provided the State Government in Madhya Pradesh crores of Rupees for implementing various projects and welfare schemes but the BJP Government did not focus on the implementation of the sachems but on the other hand has indulged in massive corruption in all important development schemes including the National Rural Development Guarantee Scheme and the Sarva Shisha Abhiyan for elementary School education. The credit for making Madhya Pradesh the No. one position in the country as far as corruption and atrocities on the poor goes to the Chief Minister Shivraj Chavan and his council of Ministers.
The biggest example of corruption in Madhya Pradesh is that three Ministers Shri. Ajay Bishnoi, Shri. Om Prakash Dhruve and Shri. JugalKishore had to be removed from Minister-ship on corruption charges
It is surprising that, while so many cases of corruption is pending against the Chief Minister, his wife and many more ministers in Lok Ayuktha, Shivraj Chavan has the audacity to say that he is not bale to spot any form of corruption that too when the whole of Madhya Pradesh is aware of not only the names of those ministers who are involved in corruption but also their family members whose names are also figuring in corruption charges, including the wife of the Shivraj Chavan.
Shri. Moily also said that the State BJP Government is totally anti-farmer as instead of providing electricity for agricultural purposes, chose to foster cases against 72,000 farmers.
The Farmers loan waiver scheme announced by UPA Government has benefited large number of farmers through out the country. In Madhya Pradesh alone Rs. 3000 Crore of loans have been waived. This has benefited 18 Lakh farmers. Out of this 12,46,786 are small and marginal farmers and the benefit is to the extent of 2,134.55 Crores.
Answering to a particular question posed by the Media Shri. Moily said that Congress connected religion with Terrorism not it believes in doing so. He said that the BJP leadership should allow the investigating agencies to investigate charges against those suspected of involved in terrorist activities. He said that Congress would welcome it if they are proved innocent and will let the law take its course if they are proved guilty.
Dr. Moily said that the Growth rate in the state came down sharply during the BJP regime. In 2004 Madhya Pradesh, which was in 12th Position amongst large states now hold the 14th position. Madhya Pradesh also used to be the most favoured destination of investors in 2004, when it was ranked 9th amongst large states. It is now currently ranked 14th. In addition the liabilities of the state Government was 29,882 Crore Rupees in 2003. Now it has risen to 58,846 Crores despite the UPA Government providing Rs. 12013.71 Crores in 20087-09 as against 4,116.29 Crore Rupees in 2003-04. The increasing liability is mainly due to increased corruption by the ruling BJP Government.
As per the report by Central Statistical Organisation, the growth rate in Madhya Pradesh is 3.5%, which is the lowest in the country.
citing the failure of the law and order situation in Madhya Pradesh, Shri. Moily said that there has been 1.94 Lakh crimes recorded in the last 4 years. As per the National Crime Record Bureau the maximum atrocities were done on Adivasis. As many as 132 incidents of Communal riots took place during BJP led Government. He added that as many as 9033 rape cases were registered out of which 1081 cases of gang rape were reported and 438 minor girls became victims of rape during BJP led Government, averaging eight rapes cases per day.
Concluding Shri. Moily said that the people of Madhya Pradesh will teach a fitting lesson to the corrupt BJP Government and will usher in an era of prosperity and development by voting Congress back to power.
